"Well if you look closely, the system I am proposing is not like that the applicant will get penalized if some one reported them. No, I have put an 'x' amount of reports being received for the applicant before the system actually takes his/her ablility to apply for any further jobs. This could be 5, 10, or any other number you guys feel appropriate. But this will sure help the employers in terms of better applicants, your system in terms of less server resources utilization and candidates in terms of awareness and applying only to the right job as well. You can also set levels, like first warnign being issued to any candidate once 3 spam reports arrive for him/her. Second warning along with limited ability fo posting say only 2 jobs/day imposed. on receiving 10 spam reports, his ability of posting on any job can get restricted for like 1 month. after 1 month if the candidate shows same behaviour his account gets suspended only to be activated for some amount of money.
